(New Castle, DE 19720) Detectives from the New Castle County Division of Police have charged 56-year-old Andrew “Manny” Williams with multiple counts of rape.
In March 2024, The New Castle County Division of Police was alerted to a rape that occurred on the unit block of Oakmont Drive, in the community of Oakmont.
Detectives from the New Castle County Division of Police Criminal Investigations Unit were notified and assumed the investigation.
Through investigative measures, detectives were able to identify Andrew “Manny” Williams as a suspect in this investigation. During this investigation, Andrew “Manny” Williams was found to be linked to additional cases involving multiple Victims in New Castle County’s jurisdiction and surrounding jurisdictions.
Andrew “Manny” Williams was taken into custody on Saturday, March 30, 2024, in Dover, DE., and then transported to the New Castle County Police headquarters, and was charged with the following crimes:
- Two felony counts of Rape second degree.
- Two felony counts of Rape third degree.
- Two felony counts of Rape fourth degree.
- One felony count of Kidnapping second-degree.
- One felony count of Strangulation.
- Four misdemeanor counts of Unlawful sexual contact third-degree.
- Two misdemeanor counts of Offensive touching.
- One misdemeanor count of Unlawful Imprisonment second-degree.
- One misdemeanor count of Theft under $1500.
- One misdemeanor count of Assault third-degree.
- One misdemeanor count of Possessing or consuming a controlled substance.
- One misdemeanor count of Possession of drug paraphernalia.
Andrew “Manny” Williams was arraigned at the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $121,000.00 cash bail.
The New Castle County Division of Police is working with surrounding jurisdictions to determine if Andrew “Manny” Williams is connected to any unsolved sexual assault incidents. The Division of Police is concerned that there may be additional victims who have not come forward or may be fearful to come forward.
