(Newark, DE 19711) During January 2025, the Mobile Enforcement Team, along with patrol, conducted a drug investigation involving 32-year-old Francis Flanigan of Newark.
On Tuesday, February 25, members of MET and SWAT executed a search warrant at Francis’s residence in the 200 block of Mercury Road in North Star. While officers were conducting the search warrant, Francis returned home, saw what was taking place, and attempted to leave; however, he was quickly apprehended and taken into custody.
The search recovered 24.5 grams of crystal methamphetamine, 11.19 grams of cocaine, 13 buprenorphine pills, three suboxone strips, and a loaded Glock 45 handgun.
Francis was transported to the New Castle County Police Headquarters where he was charged with the following:
• Two Counts of Manufacture/Deliver Controlled Substance Tier 2
• Two Counts of Possession of Controlled Substance Tier 2 Quantity
• Two Counts of Possession of a Deadly Weapon by a Person Prohibited
• One Count of Possession of Controlled Substance
• One Count of Possession of Drug Paraphernalia not related to personal use
• One Count Breach of Release
Francis was arraigned by the Justice of the Peace Court 2 and committed to Howard R Young Correctional Institution in lieu of $59,400.00 cash bail.
