COLD CASE HOMICIDE: DEBRA MINOR (1996)

Investigation Details:

On June 29, 1996, at approximately 1:30 a.m., officers from the New Castle County Division of Police and investigators with the State Fire Marshal’s Office responded to 102 East 40th Street in the Pennrose community for a reported house fire.

During the investigation, the body of 38-year-old Debra Minor was discovered in an upstairs bedroom of the residence.

The fire was later determined to have been intentionally set.
