New Castle, Del. 19720 – On Sunday, September 13, 2026, at approximately 6:21 p.m., officers from the New Castle County Division of Police were dispatched to the unit block of Chaddwyck Boulevard in the Chaddwyck community for a neighborhood altercation.
Officers arrived at the scene and contacted 65-year-old Bryant Smith, who was determined to have backed his vehicle into the victim’s vehicle during the parking dispute. The incident led to an escalating verbal confrontation, during which Smith made verbal threats to seriously harm the victim.
As officers spoke with Smith, he made comments regarding the victim’s national origin and indicated that the victim’s national origin was a reason for his actions.
After Smith was taken into custody and transported to New Castle County Police headquarters, he came into contact with a New Castle County Police officer who shares the same national origin as the victim. During the interaction, Smith made additional comments regarding the officer’s national origin and the circumstances surrounding his arrest.
Later in the evening, while Smith was in custody, he resisted being detained by another officer by grabbing the officer and refusing to be placed in handcuffs.
Smith was charged with the following offenses:
• One felony count of Hate Crime
• One misdemeanor count of Terroristic Threatening
• One misdemeanor count of Offensive Touching of a Law Enforcement Officer
• One misdemeanor count of Resisting Arrest
Smith was arraigned at Justice of the Peace Court 11 and released after posting $1,750 secured bail.
