On Thursday, March 27, 2025, Colonel James Leonard III announced the promotion of Captain Brian Faulkner to Lieutenant Colonel with the New Castle County Division of Police.

Lt. Colonel Faulkner joined the Division in 2006 as a member of the 32nd recruit class and has served in the Uniformed Patrol Division, the Criminal Investigations Unit, and as a member of SWAT. Lt. Colonel Faulkner was promoted to Sergeant in 2013, Lieutenant in 2017, and Captain in 2021. Over the years, he held various leadership roles on Patrol and in the Criminal Investigations Unit, the Chief’s Executive Officer and New Castle County Council Liaison, Community Engagement Section, and most recently oversaw the Patrol Division as the Captain. In his new role, he will serve as the Deputy Chief of Police.
