Employment History
Upon review by the Division of Police, Professional Development unit, an applicant shall continue in the selection process provided the following are satisfactory as a result of the background investigation:
1. Past and current employment records indicate the applicant cannont be relied upon, based on a review of tardiness and/or absenteeism.
2. Past and current employment records indicate that the applicant has been asked to resign and has not been dismissed under unfavorable conditions where “rehire” would not be recommended.
3. Past and current employment records indicate that the applicant’s work performance has been consistently satisfactory or better.
4. Past and current employment records indicate that the applicant has demonstrated regard for safety and otherwise good work habits.
Investigation Background Delay
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided:
1.The applicant submits all requested documents and information within the time specified, unless prior approval has been obtained from the Commander of the Division of Police, Professional Development Unit.
Credit Reference Check
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided:
1. The applicant’s credit history demonstrates a regard for financial responsibilities and obligations when conditions reflect a sufficient income.
Associations
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process unless:
1. Substantiated findings indicate the applicant is or has been a member, associate, or affiliate of any subversive group, organization, person, or persons engaged in subversive and/or criminal activity against the United States, State of Delaware, or any other recognized body of government.
Character Reference
Upon review by the Division of Police, Professional Development Unit, applicants shall continue in the selection process provided:
1. That the applicant’s background has substantiated that the applicant has a high regard for the laws of the United States, the State of Delaware, and any other jurisdiction or any other recognized body of government.
2. That the applicant’s background substantiates that the applicant is not arrogant, irrational, obscene, or otherwise unfavorably viewed as a potential law enforcement officer.
Truthfulness
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided the following conditions are met during the background investigation:
1. That the information submitted on the original application, supplemental application, or any other document is true and not misleading.
2. That information requested on the background supplement or other document is not intentionally omitted.
3. That the applicant has not intentionally provided false or misleading information in response to questions asked by the background investigator or designated police personnel.
Military Service
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided:
1. That person has received an Honorable Discharge from military service. Any discharge other than under honorable conditions may be grounds for rejection. Those persons having discharges reinstated will be reviewed by the Division of Police, Professional Development Unit.
Criminal Record
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided:
1. There are no convictions for a felony offense.
2. There are no commitments for a mental disorder to any hospital, mental institution or sanitarium that would prevent them from possessing a deadly weapon (firearm) as provided in Section 1448, Title 11, of the Delaware Criminal Code.
3. Upon an in-depth review of any arrests and/or convictions there is no pattern of disregard for the law and/or frequent behavior of an undesirable nature.
Motor Vehicle Road
Upon review by the Division of Police, Professional Development Unit, an applicant shall continue in the selection process provided:
1. Applicant does not have any of the following convictions:
a. Criminal negligence resulting in death, homicide, or assault arising out of the operation of a motor vehicle.
b. Leaving the scene of a Personal Injury Accident.
c. Failure to stop at the command of a police officer.
d. Making false statements in an application for a driver’s license.
e. A D.U.I. conviction that occurred within three (3) years prior to application and no more than one (1) such conviction.
2. All incidents of suspension/revocation of driving privileges except those as of a result of convictions for those offenses listed above in paragraph 1, a thru e, shall be thoroughly reviewed by the Division of Police.
3. Upon review of an applicant’s driving record/history, he or she may be rejected under the following circumstances:
a. An applicant with a history of violations that indicate poor, dangerous, or otherwise undesirable driving habits.
b. An applicant with an accident record, which is such that his or her operation of an automobile might endanger the safety of the public.
c. An applicant who has been found to use narcotics or other drugs or alcoholic beverages which impairs his or her ability to operate a motor vehicle.
Drug Usage
All illegal drug usage/possession will be thoroughly reviewed by the Division of Police, Professional Development Unit, and may be reviewed by the Chief of Police.
While the department will attempt to consider individual circumstances during the hiring process, dishonesty will result in immediate disqualification.
