Victim: Kelvin Powers, Jr., 30-year-old male

Investigation Details:

On February 11, 2015, at approximately 6:55 PM, New Castle County Police Officers responded to a shooting at the William Penn Village Apartments on Amstel Drive.

Upon arrival, officers found Kelvin Powers inside the apartment suffering from multiple gunshot wounds. Further investigation revealed that the victim’s girlfriend was leaving the apartment with her young son when she was confronted by two armed, masked suspects. The suspects then entered the apartment and shot the victim multiple times.
