INVESTIGATION UPDATE: POLICE INVESTIGATE TRIPLE HOMICIDE IN TOWNSEND

(New Castle, DE 19720) Earlier today detectives from the New Castle County Division of Police were notified that a fourth victim has died.  The additional victim, identified as Donald Grier, 68, was pronounced deceased at 12:02 a.m. at Christiana Medical Center. The other victims, Alicia Grier, 70, Michael Santucci, 19, and Linda Santucci, 53, all died on the night of the incident, December 3, 2021.

POLICE ARREST BURGLAR STEALING CHRISTMAS PRESENTS

(Bear, DE 19701) Last Friday morning (Dec 10), at approximately 12:05 a.m., patrol officers from the  New Castle County Division of Police were dispatched to the 700 block of Javelin Way, in the community of Hunter’s Run for the report of a burglary in progress with gunshots being fired.

When the officers arrived, they learned from dispatch that while the victim was on the phone with 911 the suspect fired a round at them.   The suspect was then seen leaving the area in a dark-colored sedan.   As the officers entered the area of the scene, they located and stopped a dark-colored Infinity sedan attempting to drive out of the community .   The driver of that vehicle, 22-year-old Noah Youngs was taken into custody without incident. 

The officers then were able to interview multiple victims. They learned that one of the victims was sleeping inside his residence when he was awakened by his son who stated that someone was breaking into their shed.  This victim stated he went outside and saw a dark figure wearing a mask and went closer to get a better description of the suspect.  All of the victims reported that the suspect fired one shot from a handgun in their direction and got into the Infinity.

The officers at the scene of the car stop, then located a handgun inside of the Infinity along with multiple gift-wrapped Christmas presents that were removed from the victim’s shed.

Youngs was transported to police headquarters and arraigned on charges from this burglary and an additional burglary that occurred earlier in the same community.

He was charged with one count of felony Possession of a Firearm During the Commission of a Felony, one count felony Possession of a Firearm by a Person Prohibited (Previous Conviction), three counts of Felony Reckless Endangering 1st, one count of felony Wearing a Disguise During the Commission of a Felony, two counts of felony Burglary 3rd, two counts of felony  Possession of Burglar Tools, two counts of misdemeanor Theft and one count of misdemeanor Criminal Mischief. 

Youngs was arraigned by the New Castle County Court of Common Pleas and held in lieu of $69,100 cash bail.

NCCPD OFFICER INDICTED FOR OFFICIAL MISCONDUCT AND EXCESSIVE USE OF FORCE

On August 31, 2021 the commander of the Office of Professional Standards for the New Castle County Division of Police was made aware of an excessive use of force incident that occurred in the prisoner processing area of Police Headquarters, located at 3601 North DuPont Highway, New Castle. This incident, which was reported by an officer who witnessed the encounter, involved a 16-year-old female prisoner and a New Castle County Police officer assigned to the processing area.

The commander reviewed the reported encounter and discovered what he believed to be criminal conduct on the part of the officer therefore, the matter was referred to the Division’s Criminal Investigation Unit (CIU).

The CIU commander conducted a weeks-long investigation, interviewing the female involved and several witnesses, including police officers. That investigation was turned over to the Department of Justice, Division of Civil Rights and Public Trust after determining that probable cause existed to charge the officer with a crime.

The Division of Police was informed by the Department of Justice that an indictment has been secured in New Castle County Superior Court, charging former New Castle County Police Corporal Michael Carnevale with the following charges: Offensive Touching, Official Misconduct, and Falsifying Business Records.

Through an internal investigation, Carnevale was found to have violated several New Castle County Police Policies. Prior to any discipline being imposed, he separated his employment with the New Castle County Division of Police.

Colonel Bloch, Chief of the New Castle County Division of Police issued the following statement:

“I am troubled by the interaction that occurred between Former Corporal Carnevale and the 16-year-old victim in this matter. While this is a sad day for the New Castle County Police, I can assure you the actions by Carnevale do not, in any way, represent the actions or beliefs of the many honorable officers of this Division. I am committed to making certain our officers hold themselves to the highest standard of conduct, treating each member of the public with the respect they deserve, ensuring their safety not only in our communities but also within our own walls. I’d like to express my gratitude to the officers who brought this excessive use of force incident to our attention and to our partners at the Department of Justice for assisting us in completing a thorough investigation.”
