On Thursday, December 4, 2025, the New Castle County Division of Police took part in “Operation Shattered Halo,” a coordinated effort to identify and assist potential human trafficking victims at multiple locations across New Castle County.
During the operation, Detectives from the Drug and Human Trafficking Investigations Team and the Active Crimes Trends Team, working alongside the FBI’s Delaware Violent Crime and Safe Streets Task Force, arrested three individuals, each charged with one misdemeanor count of patronizing a prostitute:
• Frank Henry, 36, of Elkton, MD
• Kenneth Cavall Jr., 44, of Newark, DE
• Ayodeji Akinola, 35, of Bear, DE
All suspects have received summonses requiring future court appearances.
Additionally, Detectives contacted 13 individuals identified as potential human trafficking victims. Through investigative efforts, victim advocacy, and specialized training, law enforcement connected these individuals with critical support services to ensure their safety and well-being.
