Risha Lewis was reported missing on January 23, 2006, from her home at 467 Morehouse Drive in New Castle. Risha went missing sometime between January 20th and January 23, 2006. She has not been seen or heard from since.

COLD CASE HOMICIDE: TRACY BROADUS (2004)

Victim: Tracy L. Broadus, 16-year-old male

Date of Incident: January 17th, 2004

Location: 1500 block of South Stonebridge Boulevard, New Castle, DE 19720

Community: Stonebridge Townhouses

Investigation Details:

On January 17, 2004, at approximately 6:40 p.m., New Castle County Police responded to a report of a shooting at the Stonebridge Townhouses.

Upon arrival, officers found 16-year-old Tracy Broadus with a gunshot wound to the upper body; he later died from his injuries.

Three possible suspects were last seen fleeing the area in a dark-colored, four-door vehicle traveling toward Wilton Boulevard.

HOME IMPROVEMENT FRAUD SUSPECT WANTED

(Wilmington, DE 19808) – The New Castle County Division of Police is seeking 58-year-old Richard Kirchner of Elkton, MD, who is wanted in connection with multiple home improvement frauds.

On January 14, 2026, Officer responded to multiple addresses on South Tupelo Turn in the Pepper Ridge Townhouse community. During the investigation, Officers determined that Richard Kirchner allegedly approached individuals at local home improvement stores in December 2025, claiming to be a contractor affiliated with those businesses.

Richard Kirchner is accused of accepting deposits for installations and other home improvement projects that were never completed. Police believe there may be additional victims.
