SEX OFFENDER LOCATED IN FLORIDA AFTER UNLAWFUL SEXUAL CONTACT INVESTIGATION

Detectives with the New Castle County Division of Police opened an investigation into 37-year-old Cleveland Quarles of Newark, Delaware, in December 2023 after receiving a report involving multiple alleged sexual assaults.

During the investigation, Detectives determined that Quarles used aliases, including the name “Tim,” while engaging in inappropriate sexual contact with a 14-year-old female. He later continued to contact the victim via social media and appeared at her residence in an attempt to communicate with her further.

Detectives also confirmed that Cleveland Quarles is a registered sex offender in the State of Delaware. When officers responded to his listed address, they determined he was not residing there, as required for a Tier 2 sex offender.

As the investigation continued, detectives learned that Quarles had been living in Elkton, Maryland, from January 2024 through June 2024, during which he used the alias “Shawn Baldwin.” After June 2024, he relocated to Hollywood, Florida, where he allegedly used the names “Emmanuel Carr” and “James Bowers” while employed at a hotel resort.

With assistance from the U.S. Marshals Service, Quarles was located in Hollywood, Florida, living under these aliases.

On February 4, 2026, Quarles was taken into custody in Florida and later extradited to Delaware in March 2026, where he was charged with the following:

  • Three felony counts of Unlawful Sexual Contact in the Second Degree
  • Three felony counts of Noncompliance with Conditions of Bond
  • One felony count of Unlawful Sexual Conduct Against a Child
  • Two felony counts of Sexual Solicitation of a Child Under 18
  • One felony count of Attempt to Commit Unlawful Sexual Contact
  • One felony count of Sex Offender Unlawful Sexual Conduct Against a Child
  • One felony count of Failure to Register as a Sex Offender

Cleveland Quarles was arraigned by Justice of the Peace Court 3 and committed to the Howard R. Young Correctional Institution in lieu of $482,000 cash bail.

Detectives believe there may be additional victims who have not yet come forward and may have had contact with Quarles under the aliases “Tim,” “Shawn Baldwin,” “Emmanuel Carr,” “James Bowers,” or other names he may have used.

The New Castle County Division of Police is attempting to locate Roland Fleming, who is wanted on a capias for failure to appear on multiple felony and misdemeanor charges.

On April 19, 2025, Roland Fleming was driving a vehicle that struck and killed a 72-year-old man riding an electric scooter. Fleming was subsequently arrested and charged with multiple felony offenses, including Driving Under the Influence. He later failed to appear for his scheduled arraignment, and the New Castle County Superior Court has issued a capias for his arrest.
