ARREST MADE IN THE DEATH OF A 5-YEAR-OLD CHILD

(Claymont, DE 19709) Detectives from the New Castle County Division of Police have charged 28-year-old Keith Bulloch of Claymont with Murder by Abuse following a child death investigation.

The investigation into the incident began on July 11, 2023, at 5:56 a.m., when a 9-1-1 call was made from a residence in the unit block of Palace Avenue in the community of Stockdale, in reference to a CPR of an unresponsive and unconscious 5-year-old female.

Patrol Officers with the New Castle County Division of Police, New Castle County Paramedics, and Emergency Medical Services responded to the home and attempted to provide first aid to the child. Unfortunately, she was pronounced deceased, and her body was turned over to the Delaware Division of Forensic Science who conducted an autopsy to determine the cause and manner of her death. The autopsy was completed, and the Delaware Division of Forensic Science determined the cause of death to be fentanyl and cocaine toxicity.

On June 11, 2024, after reviewing the case with the Delaware Attorney General’s Office, detectives obtained a warrant for the arrest of Keith Bulloch.  Detectives with the Special Investigations Squad located Keith and after a foot pursuit, took him into custody.

Keith was transported to the New Castle County Police Headquarters where he was charged with the following:

  • Murder by Abuse or Neglect in the First Degree
  • Resisting Arrest

Keith was arraigned by the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $1,000,000.00 cash bail.

ATTENTION NEW CASTLE COUNTY RESIDENTS!

There is a new trend occurring in New Castle County (and the country) where residents are having packages delivered and shortly after the delivery is made, an individual, sometimes wearing an Amazon vest, quickly runs up to the package and steals it.

The New Castle County Division of Police are encouraging residents, if you see something suspicious, please call and report it to 911 or the non-emergency number, (302) 573-2800.

Here are a few suggestions we also wanted to provide:

-Opt to require a signature for all package deliveries. Residents should review the delivery options at “check-out”, if there is an option, leave specific delivery instructions for the delivery company on where to leave packages.

-Consider sending the package to a family member or trusted neighbor who is home during the day to accept the delivery.

-Use the “pick-up at store” option for merchandise or

pick-up packages at a local UPS or FedEx location.
