POLICE SEEK ASSISTANCE IDENTIFYING SUSPECTS IN THE VANDALISM OF LT. JOSEPH SZCZERBA MEMORIAL SIGN

(New Castle, DE 19720) On Monday, September 2, 2024, patrol officers with the New Castle County Division of Police responded to the 300 block of E. Roosevelt Avenue in Penn Acres for a criminal mischief. It was discovered the Lt. Joseph Szczerba memorial sign was vandalized with spray paint sometime over the weekend. Lt. Szczerba made the ultimate sacrifice when he was murdered in the line of duty on September 16, 2011, and members of the community placed this sign in his honor.

Detectives with the Criminal Investigation Unit have assumed the investigation are asking if residents in the area can review their video surveillance between August 31, 2024, at 8:00 a.m. until September 2, 2024, at 9:35 a.m. for any suspicious activity that may be related to this. POLICE SEEK ASSISTANCE IDENTIFYING SUSPECT FOR THEFTS FROM MOTOR VEHICLE-GLASGOW PARK

(Newark, DE 19702) On September 1, 2024, patrol officers with the New Castle County Division of Police responded to Glasgow Park for multiple theft from motor vehicle complaints which occurred between 11:30 a.m. and 12:15 p.m. The victims credit cards were then used at the Christiana Mall.

HOME IMPROVEMENT FRAUD SUSPECT WITH OUTSTANDING FRAUD WARRANTS ARRESTED

(Wilmington, DE 19810) Officers from the New Castle County Division of Police arrested Perren Davis (61) of the 700 block of Pulaski Highway in connection with multiple home improvement fraud investigations.

The arrest followed a report from an 81-year-old female victim on the 2000 block of Floral Drive, Wilmington, who reported that Perren Davis took a $250.00 deposit for a home improvement job but never returned to finish the work. On Wednesday, August 28, 2024, it was reported that Perren Davis had been seen driving a beige Dodge Dakota pickup truck in the neighborhood. An Officer, already familiar with Perren Davis from several prior investigations, quickly found him and his vehicle. Perren Davis had nine outstanding warrants for home improvement fraud issued by New Castle County Police, dating back to February 2022. The details of these warrants are listed below.

February 2022: In the 2000 block of Jamaica Drive, Wilmington, an 84-year-old male victim reported paying Davis $850.00 for home repairs.

May 2022: In the unit block of Gristmill Lane, Newark, a 44-year-old female victim reported paying Davis $575.00 for home repairs.

May 2022: In the unit block of Farvel Road, Wilmington, a 62-year-old female victim reported paying Davis $1,690.00 for home repairs.

October 2022: In the unit block of Weer Circle, Wilmington, a 77-year-old female victim reported paying Davis $478.00 for home repairs

October 2022: In the 200 block of Delaplane Ave, Newark, a 57-year-old female victim reported paying Davis $295.00 for driveway seal coating.

October 2022: In the 200 block of Delaplane Ave, Newark, a 40-year-old female victim reported paying Davis $250.00 for driveway seal coating.

June 2022: In the unit block of Farvel Road, Wilmington, a 79-year-old female victim reported paying Davis $275.00 for home repairs.

August 2022: In the unit block of Coronet Court, Newark, a 66-year-old female victim reported paying Davis $900.00 for home repairs.

Perren Davis was arrested and transported to New Castle County Police headquarters and charged with the following crimes:

  • Five felony counts of Home Improvement fraud for less than $1500; Victim is 62 or older.
  • One felony count of Home Improvement fraud for greater than $1500; Victim is 62 or older.
  • Four misdemeanor counts of Home Improvement fraud for less than $1500.
  • One misdemeanor count of possession of a canceled license.
  • One misdemeanor count of driving with an expired license.
  • One misdemeanor count of failure to have required insurance.

Perren Davis was arraigned at Justice of the Peace Court 2 and committed to the Howard Young Correctional Institution after failing to pay $10,000.00 unsecured bail.
