(Wilmington, DE 19809) On Tuesday, October 20, 2020 at approximately 6;40 p.m., officers from the New Castle County Division of Police were dispatched to a report of shots being fired on the 1000 block of Westlawn Court in the community of Edgemoor.
When the officers arrived, they searched the immediate area and discovered that an occupied residence and multiple vehicles were struck by gunfire. No injuries were reported. Detectives from the New Castle County Division of Police Criminal Investigations Unit arrived at the scene and assumed the investigation.
Subsequently, patrol officers increased their presence in the neighborhood, and on Friday, October 23rd, they were able to conduct a vehicle stop on a black 200 Nissan Armada in the area of Rysing Drive and Gov Printz Blvd. During the investigation, the officers were able to locate two handguns inside of the Armada along with 3.19 grams of Marijuana.
The driver, 31-year-old Theodore Milner was taken into custody and charged with two counts of felony Possession of a Firearm During the Commission of a Felony, two counts of felony Possession of a Firearm by a Person Prohibited, three counts of felony Possession of Ammunition by a Person Prohibited, one count of felony Possession with Intent to Deliver a Controlled Substance and a traffic violation- Failure to Signal a Turn. He was arraigned in front of Justice of the Peace Court 11 and held in lieu of $120,025 cash bail.
Also, on Friday, October 23rd, the detective’s investigation regarding Tuesday’s shots fired complaint resulted in the arrest of 23-year-old, Keshon Phipps. He was taken into custody and charged with one count of felony Possession of a Firearm During the Commission of a Felony, one count of felony Possession of a Firearm by a Person Prohibited, three counts of felony Reckless Endangerment 1st degree, and three counts of misdemeanor Criminal Mischief. He was arraigned by Justice of the Peace Court 11 and held in lieu of $65,300 cash bail.
Then yesterday October 25th, patrol officers were able to conduct a stop on a black, 1999 Honda Accord, in the area of East Salisbury and Westlawn Court. The officers’ investigation into this vehicle resulted in the arrest of the driver, 22-year-old Dajuan Samuel. He was charged with one count of felony Possession of a Firearm by a Person Prohibited, once count of felony Carrying a Concealed Deadly Weapon (Firearm), one count of civil violation for Possession of Marijuana and two traffic offenses of Failure to Signal a Turn. He was arraigned by Justice of the Peace Court 11 and released on $15,250 unsecured bail.
“I am very proud of the investigative efforts that led to the seizures of three illegal firearms, in a very short period of time, in one community. ” stated Colonel Vaughn M. Bond, Jr., “However, it is also very disturbing to see the increased number of firearms illegally possessed by persons who are prohibited from owning them. We hope these arrests will serve as a reminder to our communities that we will continue to partner with them to provide police services to better their quality of life. “
