(Newark, Del-19702) On Monday (12/26), at approximately 11:20 p.m., officers from the New Castle County Mobile Enforcement Team (MET) were conducting proactive patrol in the area of Harmony Road when they observed a dark colored Honda Accord with a registration flag.
Officers conducted a vehicle stop on the Honda, which was occupied by Kiya Owens, a 28-year-old Wilmington woman and Josh Beatty, a 27-year-old Wilmington man. The pair was detained, and a search of Beatty revealed one (1) MDMA (ecstasy) pill and 1.79g of crack cocaine.
Officers then searched the vehicle operated by Owens and located a loaded black Taurus .380 handgun, 29.25 grams of crystal methamphetamine, and a digital scale concealed inside of a satchel/bag.
The pair was taken into custody and charged with the following:
Kiya Owens was charged with possession with intent to deliver a controlled substance (Tier 3), possession of a controlled substance (Tier 3), carrying a concealed deadly weapon, possession of a weapon and a controlled substance, conspiracy in the second degree, possession of drug paraphernalia, driving with an expired license and failure to transfer title and registration.
Josh Beatty was charged with possession with intent to deliver a controlled substance (Tier 3), possession of a controlled substance (Tier 3), possession of a firearm by a person prohibited, possession/purchase/own/control of a firearm with conviction of previous violent felonies, carrying a concealed deadly weapon, possession of a weapon and a controlled substance, conspiracy in the second degree, and two (2) counts of possession of a controlled substance without a prescription.
Beatty and Owens were arraigned at JP Court 11. Beatty was remanded to Howard R. Young Correctional Institution in lieu of $93,000 cash bail. Owens was remanded to Baylor Women’s Correctional Institution in lieu of $45,700 secured bail and a $200.00 cash bail.
