Captain James Leonard began his career with the New Castle County Division of Police in November 2002. Upon completion of the training academy he was transferred to Patrol Squad A where he served as a Patrol Officer until his transfer to the Criminal Investigations Unit in 2007.
While assigned to the Criminal Investigations Unit, Captain Leonard was a member of the Family Services Squad and the Major Crimes Squad. In 2014 he was promoted to Sergeant and assigned to Patrol Squad A where he served as the Northern District Supervisor. In 2017 Captain Leonard was transferred back into the Criminal Investigations Unit to supervise the Tech Crimes Squad and the Family Services Squad.
In 2022 Captain Leonard was assigned to Technology & Special Projects overseeing the Research Accreditation Media and Policy Unit (RAMP).
