INVESTIGATION UPDATE: DETECTIVES INVESTIGATE LURING – NEWARK

(Newark, DE 19702) Detectives from the New Castle County Division of Police Criminal Investigations Unit have charged 30-year-old Rick Foster Jr. of Newark in reference to several luring incidents in the Newark area.

It was reported that while in a vehicle, the suspect approached a juvenile female victim standing at a bus stop. While speaking with the victim, the suspect produced a video of subjects engaged in a sexual act then requested that she perform the act on him. The suspect quickly fled the bus stop in a vehicle, and police were contacted. The vehicle was later identified as a black 2001 two-door Acura Integra.


Through further investigation, Detectives learned that after approaching the first female victim, the suspect drove to another bus stop where he approached a group of juvenile females, showed them a sexual video, and requested that they perform the act on him.

On Tuesday, September 5, 2023, Foster was taken into custody at a residence in Bear, DE 19701 without incident. Foster was charged with four felony counts of Sexual Solicitation of a Child Under 18. He was arraigned by the Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution in lieu of $200,000.00 cash bail.
