BURGLARY IN PROGRESS LEADS TO THE ARREST OF A SUSPECT

On Thursday, April 24, 2025, at approximately 1:05 p.m., Officers were dispatched to the unit block of Whitehaven Drive in the Eagle Glen neighborhood of New Castle for a reported burglary in progress.

A juvenile who was home alone reported hearing footsteps throughout the house. Fearing an intruder might enter the bedroom, the juvenile locked the door, called 911, and physically held the door shut. The suspects eventually attempted to enter the room but fled when they realized it was occupied.

As the suspects exited the home via the rear porch, they encountered responding officers. One suspect, later identified as 35-year-old Cezar Para of Baltimore, MD., attempted to flee on foot but was apprehended behind the residence. Para was wearing a face mask and was found in possession of burglary tools. The second suspect, wearing all black, fled the area in a dark-colored sedan.

During the arrest of Para, one Officer sustained a hand injury and was later treated and released.

Detectives from the Criminal Investigations Unit responded to the scene and assumed the investigation. Over the past few weeks, they have been actively pursuing leads and are working to gather additional information about the second suspect who fled the scene.

Cezar Para was subsequently transported to New Castle County Police Headquarters, where he was formally charged with the following offenses:

  • One felony count of Assault in the First Degree
  • One felony count of Burglary in the First Degree
  •  One felony count of Wearing a Disguise During the Commission of a Felony
  • One felony count of Possession of Burglary Tools
  • One felony count of Resisting Arrest with Force Resulting in Injury to a Law Enforcement Officer
  • One felony count of Conspiracy in the Second Degree
  • One misdemeanor count of Theft Under $1,500

Para was arraigned by Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution after failing to post $100,000 cash bail.
