POLICE ACTIVITY IN CONCORD TRACE TOWNHOUSES

(Newark, DE 19702) Officers from the New Castle County Division of Police are actively investigating an incident in the 200 block of White Plains Court in the Concord Trace Townhouse community.

Residents may notice an increased police presence and other emergency vehicles in the area.

Motorists are advised to avoid the area and use alternate routes.

As part of this initiative, the New Castle County Division of Police established Delaware’s first and only Human Trafficking Hotline, providing direct access to law enforcement and victim services for victims and concerned individuals. In addition, a specialized Detective unit has been established to focus on drug and human trafficking investigations throughout New Castle County and surrounding areas.

In the United States, human trafficking occurs in two main forms: sex trafficking and forced labor. The term “human trafficking” refers to crimes in which traffickers exploit adults or children for profit by forcing them to perform labor or engage in commercial sex. Any commercial sex act involving a person under 18 is considered a crime, regardless of whether force, fraud, or coercion is involved.

DETECTIVES RECOVER A GUN AND PREPACKAGED MARIJUANA DURING A TRAFFIC STOP

(New Castle, DE 19720) On Tuesday, January 27, 2026, at approximately 9:30 p.m., Detectives with the Active Crime Trends Team were conducting proactive patrols along the Route 9 corridor when they initiated a traffic stop for a violation involving a blue Tesla Model Y near the intersection of Memorial Drive and Route 13.

The driver was identified as Michael Rivera, 21, of Wilmington. During the vehicle stop, detectives determined that Rivera did not possess a valid driver’s license. While speaking with the Rivera and the vehicle’s occupants, identified as Anyea Hynson, 23, of Wilmington, Kevin Rivera, 18, of Wilmington, and Tylere Brown-Hall, 19, of New Castle, Detectives observed drug paraphernalia inside the vehicle, establishing probable cause to conduct a search.

During the search, detectives recovered a 9mm handgun and more than 489 grams of prepackaged marijuana, both concealed inside the vehicle, along with additional drug paraphernalia. Further investigation revealed that Tylere Brown-Hall is prohibited from possessing a firearm.

All individuals were taken into custody and transported to New Castle County Police Headquarters, where they were charged as follows:

Anyea Hynson was charged with:

  • One felony count of Possession of a Firearm During the Commission of a Felony
  • One felony count of Possession With Intent to Deliver
  • One felony count of Possession of a Controlled Substance, Tier 1
  • One felony count of Conspiracy Second Degree
  • One misdemeanor count of Possession of Drug Paraphernalia

Hynson was arraigned in Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution after failing to post $74,500 cash bail.


Michael Rivera was charged with:

  • One felony count of Possession of a Firearm During the Commission of a Felony
  • One felony count of Possession With Intent to Deliver
  • One felony count of Carrying a Concealed Deadly Weapon
  • One felony count of Possession of a Controlled Substance, Tier 1
  • One felony count of Conspiracy Second Degree
  • One misdemeanor count of Possession of Drug Paraphernalia
  • One misdemeanor count of Driving While Suspended or Revoked
  • One traffic violation for Failure to Signal Continuously
  • One traffic violation for Failure to Remain Within a Single Lane

Rivera was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $84,602 cash bail.


Tylere Brown-Hall was charged with:

  • One felony count of Possession of a Deadly Weapon by a Person Prohibited

Brown-Hall was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $3,000 cash bail.


Kevin Rivera was charged with:

  • One felony count of Carrying a Concealed Deadly Weapon

Rivera was arraigned in Justice of the Peace Court 1 and committed to the Howard R. Young Correctional Institution after failing to post $10,000 cash bail.
