(Wilmington, DE 19804) On Monday, November 24, 2025, at approximately 11:47 p.m., Patrol Officers from B-Squad were conducting a property check in Canby Park West when they observed a white Toyota Tacoma in the parkland, after hours. Officers initiated a traffic stop on the vehicle and contacted the driver, and sole occupant, 25-year-old Luqmaan Khan of Wilmington.
Officers developed probable cause to order Khan out of the vehicle, and he refused to comply. Subsequently, Khan resisted arrest and was taken into custody by the officers. During their investigation, Officers discovered the following items in his vehicle:
Loaded Glock .357 handgun
Micro Conversion Kit for a Glock handgun
Four loaded 27-round extended magazines
Ballistic hard plate (body armor)
Binoculars, Laptop, Composition Notebook
Officers secured the vehicle and towed it to New Castle County Police Headquarters for further investigation. After a search warrant was obtained and executed, Officers located additional items, including:
A notebook containing notes on warfare techniques, premeditated assault plans, and a diagram of the University of Delaware Police Department.
Luqmaan Khan was transported to the New Castle County Police Headquarters and charged with the following:
One Felony Count of Possession of a Large Capacity Magazine
One Felony Count of Carrying a Concealed Deadly Weapon
One Misdemeanor Count of Resisting Arrest
One Misdemeanor Count of Failure to have Insurance in Possession
One Misdemeanor Count of Presence in the Parks after Dark
One Violation of Expired Tags
One Violation of Failure to have a License in Possession
Luqmaan Kahn was arraigned and committed in lieu of $107,200 cash bail and subsequently turned over to the Federal Bureau of Investigation for additional criminal charges.
Detectives from the Special Investigations Unit and Evidence Detection Unit responded, along with agents from the FBI Baltimore Division’s Wilmington Resident Agency.
The University of Delaware was notified of the investigative findings.

(Bear, DE 19701) On Tuesday, November 25, 2025, at about 10:44 p.m., Patrol Officers were dispatched to Becks Woods Drive and Mahon Lane following multiple reports of shots fired. Callers stated that a white Dodge Durango and a dark-colored sedan were involved and fled the area.
Officers arrived and located spent shell casings in the roadway. As Officers conducted a property check, they observed a white Dodge Durango quickly backing into a garage in the unit block of Mahopac Drive. Officers attempted to contact the occupants, but they closed the garage door and did not respond to further attempts to make contact.
While Officers were on scene, a Victim called 911 from a separate location, reporting that their vehicle had been shot at while driving in the Becks Woods community. The Victim provided a description of the suspect driving the white Dodge Durango, who allegedly fired at the vehicle, prompting the Victim to leave the area and contact 911 once in a safe location.
A perimeter was established, and members of the Crisis Management Group responded to assist. The occupants, both 31-year-old residents of Bear, Terrance Hawkins and Calvin Boyd, were taken into custody without incident
Detectives from the Criminal Investigation Unit and Evidence Detection Unit responded and assumed the investigation. Hawkins and Boyd were transported to New Castle County Police Headquarters.
Calvin Boyd has been charged with:
2 Counts of Felony Possession of a Firearm within 10 Years of Prior Conviction of any Felony
1 Count of Felony Possession of a Firearm by a Person Prohibited
1 Count of Felony Conspiracy Second Degree
Boyd was arraigned in Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution on $52,000.00 cash bail.
Terrance Hawkins has been charged with:
1 Count of Felony Possession of a Firearm During the Commission of a Felony
2 Counts of Felony Possession of a Firearm within 10 Years of Prior Conviction of any Felony
1 Count of Felony Possession of a Firearm by a Person Prohibited
1 Count of Felony Reckless Endangering in the First Degree
1 Count of Felony Conspiracy Second Degree
Hawkins was arraigned in Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution on $80,000.00 cash bail.
