DUI DRIVER CRASHES AFTER FLEEING FROM POLICE

(Newark, DE 19711) — On Friday, November 7, 2025, at approximately 12:30 a.m., an Officer with the New Castle County Division of Police was patrolling in the area of Meadowood Drive and Kirkwood Highway when he observed a black sedan speeding through the intersection.

The officer activated his patrol vehicle’s emergency equipment to initiate a traffic stop; however, the driver—later identified as 26-year-old Julian Davis of Newark—failed to stop. Davis began recklessly passing vehicles in both the right and left lanes while committing numerous additional traffic violations. Davis lost control of his car, struck a guardrail, but managed to regain control and continued driving toward Possum Park Road—this time traveling on the wrong side of the roadway at speeds well in excess of the posted limit. Moments later, he lost control, crashing into a pole and trees. Officers quickly took Davis into custody and immediately observed signs of impairment. He was transported to a local hospital, where he was treated and released for minor injuries.

Following his release, Davis was taken to police headquarters, where he was charged with the following offenses:

  • Disregarding a Police Officer’s Signal
  • Aggressive Driving
  • Leaving the Scene of a Property Collision Accident
  • Criminal Mischief over $1000
  • Driving a Vehicle Under the Influence of Alcohol
  • Multiple Additional Traffic Infractions

Davis was arraigned by the Justice of the Peace Court 2 and released on his own recognizance.

(New Castle, DE 19720) The New Castle County Division of Police would like to remind the public about the dangers and consequences of “swatting” — the act of making a false emergency call to prompt a large police response.

Swatting is not a prank. It’s a serious crime that endangers lives, wastes critical public safety resources, and can cause unnecessary fear and disruption in our community.

Our officers respond to every call for help as a potential real emergency. False reports of violent incidents put both citizens and first responders at risk.

Tips to Help Prevent Swatting:

  • Limit what you share online. Avoid posting your home address, live location, or identifiable landmarks in photos or videos.
  • Protect your personal information. Use strong privacy settings on social media and gaming platforms.
  • Be cautious in online communities. Arguments or pranks can escalate—avoid sharing personal info with people you don’t know.
  • Secure your accounts. Enable two-factor authentication and keep passwords private to prevent hackers from accessing your profiles.
  • Report threats early. If you receive online threats or believe someone intends to make a false report, notify local law enforcement right away.
  • Talk to family members. Make sure everyone in your household knows not to share your address or location online.

VEHICLE STOP LEADS TO FIREARM AND DUI ARREST

(New Castle, DE 19720) Officers from the New Castle County Division of Police have charged 48-year-old Emmett Poon of New Castle with multiple felony charges following an investigation. On Thursday, November 6, 2025, at 10:14 p.m., officers observed a white Jeep Grand Cherokee with an unconscious driver, idling in the middle of the roadway near the intersection of River Road and Saienni Boulevard – New Castle. Without being prompted, the driver then accelerated, left the roadway, and came to rest in a grass area. Officers then conducted a vehicle stop however, the driver refused to comply, rolled up his windows, and turned up the volume for his music. After several minutes, the driver ultimately exited the vehicle at which time he was detained and identified as Emmett Poon. Officers observed a loaded handgun on the front passenger seat. Officers then searched the vehicle, seized the firearm, and located a second handgun magazine and Methylenedioxymethamphetamine (MDMA).

Poon was transported to NCCPD headquarters and charged with 1 felony count of possession of a firearm by a person prohibited, one misdemeanor count of resisting arrest, one misdemeanor count of possession of a firearm while under the influence, one misdemeanor count of possession of a controlled counterfeit substance, one misdemeanor count of driving a vehicle under the influence, and additional traffic charges. He was arraigned by the Justice of the Peace Court 11 and held in lieu of $22,700 secured bail.
