(New Castle, De 19720) Friday night, (August 17) at approximately 8: 56 p.m. patrol officers from the New Castle County Division of Police were dispatched to the unit block of Revelle Street in the community of Hampton Green for the report of gunshots being fired. Callers described a white SUV as being involved.
When the officers arrived to the active scene, one officer observed a white BMW SUV within the nearby vicinity. The officer observed a subject enter the vehicle as it picked him up in the area of Victory Christian Church then drive towards the direction of Rt. 40.
When the officer activated his emergency equipment and attempted to conduct a traffic stop the vehicle immediately fled at a high rate of speed. The Delaware State Police Helicopter was already in the area and assisted officers in a vehicle pursuit which resulted in the successful apprehension of both 24- year old, Kevin Moore and 26-year-old, Charles Moore. Within the vehicle, a rifle was located and seized.
At the scene on Revelle Street, detectives from the New Castle County Criminal Investigations Unit arrived on scene and assumed the investigation. The investigation revealed that 19-year-old Mahogany Felton had been arguing with 18-year-old Kayla Judkins; and the argument turned into a physical altercation.
The investigation also revealed that during the fight Kayla’s brother, 28-year-old, Richard Thomas, was openly carrying a black handgun. Also during the fight , it was learned that Richard Thomas started shooting at another black male and shot several rounds towards the direction of local residences. At least one residence was struck.
It was then learned that the unknown subject pulled out his own firearm and pointing same back towards the direction of Richard Thomas. The crowd scatters and the unknown subject disappeared towards Old Forge Road. The investigation then revealed that immediately after that, Kevin Moore ran to his white BMW SUV (parked nearby on Deen Street) and pulled out a rifle. Kevin Moore continued to walk towards the direction of Revelle Street. After that Kevin Moore was not located until he was stopped by police in the white BMW with a rifle.
A total of five subjects were taken into custody and relayed to New Castle County Police Headquarters.
Mahogany Felton was charged with misdemeanor Disorderly Conduct and one count of misdemeanor Conspiracy 3rd degree. She was released by Justice of the Peace Court 11 on $500 unsecured bail.
Kayla Judkins was also charged with misdemeanor Disorderly Conduct and one count of misdemeanor Offensive Touching. She was released by Justice of the Peace Court 11 on $1000 unsecured bail.
Richard Thomas was charged with felony Reckless Endangering, felony Criminal Mischief and felony Possession of a Firearm During the Commission of a Felony. He was arraigned by Justice of the Peace Court 11 and held in lieu of $25,000 cash only bail.
Charles Moore was charged with misdemeanor Disordery Conduct and misdemeanor Conspiracy 3rd. He was also arraigned at Justice of the Peace Court 11 and held in lieu of $5000 cash.
Kevin Moore was charged with felony Aggravated Menacing, felony Possession of a Firearm During the Commission of a Felony and 18 Traffic Violations. He was arraigned by Justice of the Peace Court 11 and held in lieu of $61,700 cash only bail.
