POLICE REMIND CITIZENS OF DOG LEASH ORDINANCE WITH EMPHASIS ON COUNTY PARKLANDS 

To help ensure the safety and enjoyment of all who utilize New Castle County Parklands, the New Castle County Division of Police is reminding citizens of the Dog Off-Leash County Code Ordinance. Due to an increase in horse traffic, special emphasis will be placed on enforcing violations that occur at Carousel Park Equestrian Center.  

“Sec. 4.02.001. – Licenses; restraint; impoundment; destruction; nuisances; enforcement generally. 

Restraint and control of animals. 

All dogs shall be kept under restraint, as defined in Subsection A, at all times.” 

Thankfully, Carousel offers a unique Bark Park where you and your dog can play in a large open field and a pond that is accessible by ramps. The Bark Park is open daily from dawn until dusk. The entrance for the Carousel Bark Park is across from Skyline United Methodist Church at 3100 Skyline Drive, Wilmington. 

Additional New Castle County Bark Parks are located at Talley Day Park and Glasgow Park. All dogs are required to be on a leash, unless in the designated “bark park” area of the parkland.
