On Monday, July 27, 2026, 53-year-old Meilan Quan of Claymont, identified as the owner of Crystal Spa, located in the 1700 block of Foulk Road, turned herself in at New Castle County Police Headquarters. Quan was wanted in connection with an ongoing investigation into suspected human trafficking and illicit activity at the business.
Quan was charged with the following offenses:
- Three felony counts of Human Trafficking – Forced Labor
- Two felony counts of Human Trafficking – Sexual Servitude
- One felony count of Promoting Prostitution in the Second Degree
- One felony count of Conspiracy in the Second Degree
Quan was arraigned at Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution after failing to post $75,000 secured bail.
