UPDATE: POLICE INVESTIGATE OFFICER INVOLVED SHOOTING – LIMESTONE ROAD

(Wilmington, Delaware 19808) On April 4, 2024, at approximately 2:30 a.m., officers from the New Castle County Division of Police responded to the Cynwyd Club Apartment Complex for a domestic-related incident.  While investigating the domestic, the suspect, later identified as 25-year-old Tyrese Knuckles, fled on foot from officers.  Responding officers located Mr. Knuckles in the area of Limestone Road (Route 7) and Milltown Road where a struggle ensued.  During the struggle with Mr. Knuckles, an eight-year veteran of the New Castle County Division of Police discharged his firearm striking him. Mr. Knuckles entered the Officer’s fully marked police vehicle and fled the area.  A vehicle pursuit ensued during which Mr. Knuckles collided with several pursuing police vehicles.  The pursuit continued through Delaware and into Pennsylvania where the stolen police car was involved in a collision on I-95 in Delaware County, Pennsylvania. Following that crash, Mr. Knuckles fled again on foot but was ultimately taken into custody.  Mr. Knuckles was taken to Crozer-Chester Medical Center for treatment for gunshot wounds and injuries sustained during the collisions.  He is currently listed in stable condition. 

A three-year veteran of the New Castle County Division of Police was admitted to Christiana Care Hospital in stable condition for injuries sustained during one of the initial collisions involving the stolen police car. 

Tyrese Knuckles was found to be wanted by the Philadelphia Police Department for stalking. 

The Pennsylvania State Police are assisting the New Castle County Police with the investigation of the collision that occurred in Delaware County, Pennsylvania. 

The officer who discharged his firearm has been placed on Administrative Leave per Department policy pending an internal investigation, as well as a joint investigation with the Delaware Department of Justice Division of Civil Rights and Public Trust.

Limestone Road (Route 7) at Milltown Road in Delaware and I-95 Northbound at Exit 4 in Pennsylvania remain shut down due to these incidents.  This remains an ongoing and active investigation.

CAR-STOP LEADS TO GUN, DRUG ARREST, AND STOLEN VEHICLE RECOVERY

(Newark, 19702) The New Castle County Division of Police has arrested 28-year-old Jahmai Massey for multiple felony charges following a car stop. On Saturday, March 30, 2024, at approximately 2:05 p.m., Officers were on proactive patrol around Defoe Circle in the community of Woodland Trails when they observed a stolen Genesis GV70, which was reported stolen out of Philadelphia, PA., parked on the street.

Officers contacted Jahmai Massey, who was the driver of the stolen vehicle and were able to detain him. Officers then searched the vehicle, which yielded 45 bags of Heroin and a loaded handgun with an obliterated serial number.

Jahmai Massey was transported to New Castle County Police headquarters where he was charged with the following crimes:

  • One felony count of possession of a firearm during the commission of a felony.
  • One felony count of possession of a firearm or ammunition by a person prohibited.
  • One felony count of possession of a firearm by a person prohibited, previously convicted of two violent felonies.
  • One felony count of possession of a weapon with an obliterated serial number.
  • One felony count of carrying a concealed deadly weapon.
  • One felony count of possession of a deadly weapon by a person prohibited.
  • One felony count of receiving stolen property.
  • One felony count of noncompliance with conditions of recognizance bond.
  • One misdemeanor count of possession or consuming a controlled substance.
  • One civil violation of the driver must wear a seatbelt.

Jahmai Massey was arraigned at the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $120,000.00, cash bail.

DETECTIVES ARREST SUSPECT IN RAPE INVESTIGATION – ANDREW “MANNY” WILLIAMS

(New Castle, DE 19720) Detectives from the New Castle County Division of Police have charged 56-year-old Andrew “Manny” Williams with multiple counts of rape.

In March 2024, The New Castle County Division of Police was alerted to a rape that occurred on the unit block of Oakmont Drive, in the community of Oakmont.

Detectives from the New Castle County Division of Police Criminal Investigations Unit were notified and assumed the investigation.

Through investigative measures, detectives were able to identify Andrew “Manny” Williams as a suspect in this investigation.  During this investigation, Andrew “Manny” Williams was found to be linked to additional cases involving multiple Victims in New Castle County’s jurisdiction and surrounding jurisdictions.

Andrew “Manny” Williams was taken into custody on Saturday, March 30, 2024, in Dover, DE., and then transported to the New Castle County Police headquarters, and was charged with the following crimes:

  • Two felony counts of Rape second degree.
  • Two felony counts of Rape third degree.
  • Two felony counts of Rape fourth degree.
  • One felony count of Kidnapping second-degree.
  • One felony count of Strangulation.
  • Four misdemeanor counts of Unlawful sexual contact third-degree.
  • Two misdemeanor counts of Offensive touching.
  • One misdemeanor count of Unlawful Imprisonment second-degree.
  • One misdemeanor count of Theft under $1500.
  • One misdemeanor count of Assault third-degree.
  • One misdemeanor count of Possessing or consuming a controlled substance.
  • One misdemeanor count of Possession of drug paraphernalia.

Andrew “Manny” Williams was arraigned at the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $121,000.00 cash bail.
